Migori County Assembly approves Sh10.8 billion budget

Migori Governor Ochilo Ayacko has received a boost in his quest to implement community projects after members of the county assembly endorsed a Sh10.8 billion budget for 2025/2026.

The administration, which has been under pressure to deliver, is now hoping that projects such as road maintenance, water, improvement of health facilities, markets, boda-boda shades and Early Childhood Development and Education (ECDE) centres would help improve their performance margin.

The MCAs who passed the budget now hope that Migori residents will receive better services that are aimed at improving their livelihoods.

While addressing the press at Migori County Assembly premises on June 24, the assembly’s Speaker Christopher Rusana, said that after interrogating the document, they found that it was a people-based budget.

“This is because the development percentage in the budget, and more so community projects have increased,” Mr. Rusana said.

He expressed his belief, saying they hoped that in the financial year of 2025/2026, the residents of Migori would be served better in terms of services and programs that are aimed at improving their livelihoods.

Ken Ouma, the majority leader and South Sakwa MCA said each and every MCA had a responsibility of ensuring that projects proposed in the budget were actualized.

“About 94 per cent of the 2024/2025 FY’s community projects are done. In terms of implementation, it is 95 per cent as we speak,” Mr. Ouma said.

He highlighted that the allocation of the current budget had been reduced to Sh10.8 billion, an indicator that in terms of funding the government had a challenge.

“Maybe the new finance bill that was introduced was keen on ensuring that there was comfort and not keen on ensuring that we have more revenue from the public and this is what has informed the reduction,” Ouma stated.

The passed budget was presented before the assembly by Chair for Budget and Appropriations Committee Graham Kagali and was tabled on April 30, 2025.

Kagali said the budget reflected the commitment of Governor Ayacko’s administration to expedite inclusive governance and development in the county.

“This budget prioritizes community needs like roads, water, and healthcare,” Kagali stated.

Community projects have been allocated Sh700 million for forward-based initiatives, with a major focus on placed on roads at 52.2 per cent, water and energy at 20.4 per cent, and health at 8.5 per cent.

The budget had Sh227.46 million allocated for the clearance of pending bills.

From the Sh10.8 billion budget, Sh6.66 billion which is equivalent to 61.5 per cent will be used for recurrent expenditure while Sh4.17 billion (38.5 per cent) will be for development projects.

The administration aims at sourcing its Sh8.39 billion from equitable shares, Sh1.67 billion in conditional grants, and Sh760 million from its source revenue.

The health sector holds the lion’s share at Sh2.72 billion, followed by roads which has an allocation of Sh1.23 billion.

Public Service Management has received an allocation of Sh1.23 billion, whereas the County Assembly and Water have Sh957.92 million and Sh674.3 million respectively.
