Former Kenya Rural Roads Authority (KeRRA) Director-General Engineer Philemon Kandie has been arrested by Ethics and Anti-Corruption Commission officers.

According to sources, Kandie was allegedly arrested at his home and taken to EACC headquarters in Nairobi for questioning and to record a statement.

The Standard has established that electronics and documents were also carried away from his house, though the reasons for his arrest remain unclear.

Engineer Philemon Kandie resigned as the Director General of the Kenya Rural Roads Authority (KeRRA) on July 11, after serving for three years.

In a letter dated July 11, Kandie formally notified the Board of his decision to step down from the role, citing a three-month notice period with his last day in office set for October 10, 2025. He also requested to proceed on his 45-day annual leave beginning July 14, 2025.

“This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority, giving a notice of three months effective 11th July 2025,” wrote Kandie. “I am committed to ensuring a smooth transition during this period and take this opportunity to express my sincere gratitude to the Board of KeRRA for the support and incredible journey throughout my tenure.”

Following the resignation, the KeRRA Board of Directors, in consultation with the Cabinet Secretary for Roads and Transport, appointed Jackson Magondu in an acting capacity.
